more static resources should move to the static-{build}.key folder

Description

Just came across the static/ folder in kauri-forms-framework.
Looking at the content I have the impression it *can* change per kauri release, and thus should be loaded from a URI holding the unique build-key.

done in r1588 : forms.css is moved to the static build folder
